The H&C program is not meant to circumvent the PGP program. Technically you could try to apply but zero guarantee it will be approved and especially if one child lives in their home country. If denied expect that they will have difficulty visiting Canada. Parent sponsorship is not guaranteed and given we are in a healthcare crisis there may be adjustments to PGP. No matter what demand far exceeds the amount of spots available and H&C will likely have to be reformed because people are abusing that program as well. H&C applications are also taking 2 years these days if not longer for some. You should be exploring options in their home country.thanks everyone for clarifying this. There are zero guarantees that your parent will be able to secure PR I’m Canada. You will need multiple years of meeting LICO in Canada just to apply and will need to keep living and meeting LICO if your PGP application gets accepted. Applying under H&C is not recommend in this situation and with her profile given you have a sibling outside of Canada.
