AIP Program (Atlantic Immigration Program) - LMIA Exempt?

Hello,

I'm stuck in a dilemma. The AIP portal closed last month and still waiting for it to open again.
My work permit is expiring on Feb. 25, 2025. Because of this, I fear that AIP might open near/past my expiry date. Add to that the processing time for the provincial certificate of endorsement processing times which I'm sure takes at least 2 months or more.

If this happens, I might consider:
1) Applying for restoration of status + work permit
2) LMIA

I recently read that the AIP is LMIA-exempt as long as you have a job offer from a designated employer. Knowing this, can I apply for a closed work permit (that is LMIA-exempt) if ever AIP does not open/processing times delays happen near or after my work permit expires? You need a LMIA. If you had applied and been nominated then you may be eligible to apply for another work permit which is LMIA exempt (link you provided) while PR is processing.
