Refusal for Visitor Visa to Canada

I have my PR spousal visa in and I wanted to visit my husband for our first wedding anniversary that's on the 14th of October unfortunately we only go a ticket for the 17-29 Oct. I applied for the visa yesterday stating that we wanted to celebrate are wedding anniversary and this morning I got a refusal letter. I work as a teacher and I have just completed my masters. I am so confused as it was so sudden and I am not sure what to do next as I don't want my ticket to go to waste. This was in the application:

I have reviewed your temporary resident visa (visitor visa) application and supporting documentation to assess whether you meet the requirements for a visitor visa (https://www.canada.ca/en/immigration-refugees-citizenship/ services/visit-canada/eligibility.html). This includes assessing whether you are coming to Canada temporarily for the reason(s) you describe in your application. I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) (https://laws-lois.justice.gc.ca/eng/acts/I-2.5/index.html) and Immigration and Refugee Protection Regulations (IRPR) (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/ index.html). I am refusing your application. • The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
Please someone guide me what does this even mean and what should I do now?

IF you have PR then why do you need a TRV?

IRCC tells you never to buy a ticket until approved. Because you have a PR application underway then IRCC assumes you will not leave. When did you apply for PR because it may almost be complete so no need for TRV.
There's dual intent..

It's a common practice - where - the PR Outland spousal Application is in progress, then can apply for TRV based on AOR of spousal PR.

I know about dual intent but doesn’t mean IRCC will approve TRV. So reapply with funds, strong ties to return and travel history.
