Not sure what to do with son's Visa

I'm a Canadian citizen and my partner is a Mexican citizen. We are starting the process of PR and we have a open work permit for her but her sons Visa got denied twice both times for different reasons. We aren't sure what to do and how to get our son into Canada without having to wait 12 months or more for the PR application to complete

How old is the child? The fact that he is not a true visitor is likely the problem. It may have become easier for spouses to join you in Canada but stepchildren are not guaranteed entry during PR sponsorship.
