Super visa For Parents

Hello members of this group, I have very Important question for you.

Here's the scenario, I require assistance with an issue.
I submitted a Super visa application for my parents but haven't received updates in 2 months.
I've booked their Canada tickets using Visitor Visas due to an emergency.
Can they complete medical, background checks, and PCC in Canada?
Will IRCC accept these done from Canada, given the application was submitted from India?

When they entered Canada with visitor visa, why don't you just apply for a visitor record at the end of their stay?
