I received an email without the "do not respond" legend and addressed to "madame / monsieur" from an email account without the "do not respond" legend and from an email account "ircc.dnvancouvercitizenship-citoyennetevancouverrn.ircc@cic.gc.ca" asking to open a PDF named "C002103684". They request to update my fingerprints for my Citizenship clearance.
Could this be a Scam?
No its a genuine fingerprint request and the details in PDF would be required by the agency taking your fingerprints.

That is definitely sketchy! I’ve gotten emails like that before, and it’s usually best to be cautious. If the email doesn't have the usual "do not respond" notice and seems a bit off, it could be a scam. I once got a message asking for personal info and it turned out to be phishing. I didn't click anything and did some digging instead.

To be safe, you can run the email through an email hack checker like the one from Strong Password Generator. It can help identify if the email or its sender has been reported before. Better to be safe than sorry!
