CEC application transferred to Winnipeg VO

I called ircc today and I was told my application was moved to Winnipeg for further processing. Everything is done except security and eligibility. What do they mean by further processing? Is this bad? I’m so confused because last time I called they told me the VO processing my application was whiterock and secondary one was Vancouver. Now they sent my application to Winnipeg? I don’t get it.

Bio and medicals completed on tracker : may 10 .
Criminality: passed
Info sharing: done
Security: hasn’t started yet
Eligibility: hasn’t started yet

My visa office is Winnipeg too (CEC Inland)

AOR 07 April 2024,

Eligibility - Recommended pass
Security - Not started

(Had study permit refusal from Canada before)

Please keep us posted if you hear anything..
