Qatar PCC form India in 2024

I am a Canadian PR, and I recently got married. I am applying for spousal sponsorship.
Background of Spouse: She is Indian born, but within 2-3 years of age moved to Qatar. Then again moved back to India when they turned 18. Then been in India since 5 years.

Now, I am in a dilemma, to get a PCC from Qatar as they stayed in Qatar for long time, but after 18 years they were in India. What is the requirement from IRCC for Canadian PR application ?

She will need PCC from both the counties. If you spend more than 6 months in any county then you need PCC from that county.

So she spend no time at all in Qatar after she turned 18? And she never return to visit? If so, she only needs PCC from India. IRCC may request PCC from Qatar later on but by default PCC is only needed for time spent more than 6 months in a country after 18 years of age.

That's true. She didn't spend more than 6 months in Qatar after 18.
Now, getting Qatar PCC is kind of lengthy and tiring process, if IRCC later asks to submit Qatar PCC and asks me to submit within 10 days or 30 days etc., if I do not get PCC in that time, then it might delay my entire process.
