Hello everyone, any help from people who went through or experienced this or have an idea on such requests will be appreciated. The following Letter was received for the PGP applicants and were given only 7 days to respond with the requested information. It is worth mentioning that the application was stuck in security check for years:

This notification concerns your PGP sponsorship application in Canada. Before proceeding with the processing of your application, we require the following documents/actions from you:

- All family members, whether accompanying or not, must undergo medical examinations and provide police certificates during the primary applicant's immigration process, as per subsection 70(1)(e) of the Immigration and Refugee Protection Regulations. Exceptions include legally separated or divorced spouses and children not in the applicant's legal custody. Failure to complete these examinations means the applicant cannot sponsor these family members later, according to section 117(9)(d) of the regulations.


1/Official documents/explanation pertaining previous arrests, charges, convictions or detention from border officers anywhere in the world (for everyone in the application) - NO arrests or any previous charges anywhere, the applicants wonder what this refer to - could be a mistake, etc?

2/ Detailed explanation/affidavit of military history with a completed IMM5546 (if applicable) - No any military background/history, is an affidavit required in this case?
3/Police certificates for any country where you have lived for more than 6 months since the age of 18 - This was sent before (if Applicants are in Canada, do they need police/RCMP criminal check certificate?)

4/ explanation of government employment history (if applicable) - sent before

5/ Updated passport

The Letter cited that if the requested information not received before the 7days deadline a decision will be made based on the information currently on file, and no further opportunity will be provided to provide additional details or clarifications and may result in the rejection of the application and no further consideration will be given to the permanent residence application unless a new application and fees is submitted.

is this considered a PFL or something else? any input will be helpful

Sounds more like an additional document request than a PFL. You could probably contact them and ask for more time.

No, I think this is not a PFL - PFL has specific language. This is just an additional document request/confirmation - I think. It seems sometimes they do this with PGP, perhaps because some things were provided some time before and they just want to confirm / update.

Important note: it's possible that the important bit is 'all family members.' Have you provided the above for all family members of the parent that are included in the app? (Eg spouse?). I would go so far as to outline in explanatory note that you have provided (and are with the attached docs/notes reiterating and confirming) for the principal applicant and dependent (spouse), and specifically note that there are no other dependents (eg all children are above 22 years of age and/or PRs/citizens of Canada. List them, by name, with date of birth, and state not included in app b/c too old to be a dependent (and PR/citizen if applicable).

I think the important actionable part of this is in the first paragraph - the police certificate and medicals. If either are delayed or not done yet, my guess is that is what this is primarily about.

For the others: just update with what you have. An 'affidavit' in most cases is not needed, and not much more use than just a signed statement from the person concerned. (I'll avoid the digression / rant that affidavits have limited use and applicability, and this is not one of those cases - IMO).

1) Just re-confirm, in writing.
2&4) Re-confirm, in writing; include copy of what was included before for good order (updating dates where applicable to present day).
3) Re-confirm, note that applicants in Canada since [dates]. Include copy of previously provided.
5) Should be obvious, include copy of biopage of current passport.

The parent is a single applicant as spouse has passed away before applying and death certificate was provided.

Also no dependant children since all are over 25 years old.
For #3 The office mentioned that in the letter in brackets for PCC (if you sent them please resend them). Question is if applicant in Canada for more than 6 month do they need pcc from RCMP ? If so this was not provided before but all other countries pcc was submitted.

for #1 should applicant be concerned since I read in mutiple threads where applicants mentioned names matching to someone else and applications rejected even after explanation. Could such thing trigger such request? Especially the application was dormant stuck in security check even after ircc prioritize applications from applicant home country due to war which led the applicant to flee to Canada with their valid visa and has been waiting since then. Do you think a legal representation is required in this case?

For#5 passport expired and due to country situation no way to get new passport and instead extension to same passport granted by embassy and this can be send.

Also worth to mention after the letter there was an update that medical result passed (medical expired recently but applicant never left Canada so I think they extended validity). It is confusing and if they update online portal and send such letter at same time. Any thoughts?

Also want to mention that the applicant has another pr pathway application in processing due to war which announced earlier this year by ircc for people impacted. But PGP was years before the pathway.

Repeat and underline this, that spouse passed away and applicant has not remarried / no common law partner.

Also no dependant children since all are over 25 years old.
Treat as I suggested.

Its just very concerning reading about other cases where applicants identity was matched with others that has same name or dob. Other than that applicant never arrested, charged or detained/denied entry by borders services agents anywhere in the world. Not sure how this point/request ended up on the letter or what triggers this.

It's probably overkill but since they sent this message which seemed to underline/emphasize that all docs had been provided for all family members, best to remove any doubt.

Its just very concerning reading about other cases where applicants identity was matched with others that has same name or dob. Other than that applicant never arrested, charged or detained/denied entry by borders services agents anywhere in the world. Not sure how this point/request ended up on the letter or what triggers this.
This is like reading about the one person who got bubonic plague and deciding your symptoms match. The disease is excess internet searching; situation where names randomly match is rare.
