The processing time for a student permit from Egypt shows 8 weeks, but my nephew applied for 3 months now and his account shows (in progress). Is it normal to exceed the processing times in the website?

Processing time posted in IRCC website is just an estimate based on the number of applications processed. It is quite normal for some applications to "exceed" that posted time.

If you click the "How we calculated this processing time", you'd see this IRCC explanation:
This processing time tells you how long it took us to process most complete applications in the past.

It does not include
  • the time it takes to send an application between a visa application centre and our office
  • the time you need to give your biometrics
Your processing time starts the day we receive your complete application and ends when we make a decision. It may vary depending on how many applications we get or if your application is complex.

Your application may be delayed or returned if it’s not complete.

Yes. It is normal. Is he Egyptian or another citizenship? If so that can add to time. Other factors…program (Masters), ties to home country, own funds etc.

Thank you for explaining. The delay in the study permit resulted in him deferring study to January and got a reply from his University in Canada. Should he contact ircc through the webform about the deferral?
