I need some assistance with the spousal sponsorship regarding the intent to reside in Canada. I am a Canadian citizen living in the US with my US spouse. I am in the US on a visa through work. My husband and I plan to move to Canada within 5 years. We want to start his application for the PR card now so we are prepared to move more smoothly once he receives it. However, the intent to live in Canada is a bit confusing. Our current intent is to move there within 5 years. However, our plans could change depending on work opportunities in the US. If we apply for a PR now, but do not end up moving to Canada will that be an issue when he goes to renew his PR card in the future?

Yes. I'd recommend applying for the PR when the prospects are realistic and expected to firm up quickly. Think, applying when moving is 12 months away.
