EE means express entry, he is asking if you opened an express entry profile in order to be possibly selected for permanent residence, the first requirement is to have an eligible express entry profile.

Well you would not be eligible for any immigration programs based on your age, not being bilingual (French/English) and not having a Master/Phd. What is your ECA? IELTS?

If you want your children to be educated in Canada then they can apply for study permits and come for post secondary. Each son needs admission and being able to show $21k (cash in the bank) and tuition so about $35-40k.
