Super visa for parents with a son with PR card but not staying in the country

So the son is PR and not in Canada…if so how are they applying for a visitor visa. You are not eligible for a supervisa if visiting your children’s brother. So confused because your title is different from what you are asking.

If you are not visiting your children or grandchildren the answer is NO.

Where does PR live? So the person who is PR is not a resident for tax purposes? How does the PR meet LICO then with NOA?

Sorry can you expand LICO and NOA please? Not familiar with those terms
The PR, living in Canada, will know the terms. NOA is assessment of income on your CRA tax filings. NOA will show if you meet LICO (low income cut off) to apply for supervisa based on the number of people in your family. How many is in the PR’s family including PR, spouse, children and parents. Then read NOA and see if it meets LICO. LICO is on the supervisa site.
