Visitor Visa for Parents who live in Iran

Hi everyone,

I am wondering if there is someone that can provide some assistance.

I live in Canada. I applied for a visitor visa for my parents. The visa has been approved.
The IRCC is asking to send my parents passports to the correct Visa Application Centre (VAC).

In our case, we have to send it to a VAC in Albania. This is their website below:

https://visa.vfsglobal.com/alb/en/can/passport-submission

I will call them tomorrow when they are open. But in the meantime, I wanted to ask:

Can we mail them the passports or do my parents have to go there in person.
