The process is the same regardless of which country you are applying from. You need to get ECA done to confirm your program is recognized as a Master's. If your program is recognized as a Master's then you get the same points regardless of which country it was completed in.

While process is same regardless of nationality, US (and Mexican) citizens can apply for some jobs under NAFTA regulations, and that may help you in points etc, i.e. to qualify using Canadian experience.
