No. You cannot.
You have to wait until your refugee claim is approved and you are a protected person. Then you can apply for an RTD and use that to travel.
It is not possible to travel outside of Canada as a refugee claimant.
Thank you for the information but I've done my hearing but not yet receive the decision and I have emergency mater which I've sent someone we meet at labouring country
You cannot travel outside of Canada now without abandoning your refugee claim.
You won't be able to travel until your claim is accepted and you obtain an RTD.
and some one told me that I can use my brown paper to travel and is recognice in any country but need to apply for travel document to enter Canada back is it true
No, not true. They are wrong. You cannot travel using your brown paper.
Again, you will not qualify to apply for a travel document until your claim is approved.
