New Brunswick express entry stream Please help

Hello there,
I have been struggling lately and I don't know what to do.
I want to submit an EOI to New Brunswick but I get that I am not eligible for the express entry stream from the get go. It seems it's mandatory for me to have some kind of connection to New Brunswick in order to apply for the stream. I've never been to Canada before, and a friend who's in the same situation as I got his nomination last year without having any connection to NB whatsoever. I seem to be eligible for the program from the points calculator
Is there anything I can do to fix this? Do I keep getting this message because they temporarily paused the stream? Any help will be greatly appreciated
I'm 25 years old, single, my highest education level is a two years university, program have a C1 in both French and English tests, and I have 4 years of professional experience as an insurance broker

Program requirements change from year to year.

Currently, for the NB EE stream you need to have a connection to the province. So if you don't have a connection, then you don't qualify.

The very same one, I guess I'll have to try another province or wait till I get an ITA even if my chances are pretty slim

Are you eligible for Express Entry? If no improve French and English scores to B1 (CLB 7) and you may have a shot.

My IELTS score is : 8 reading, 8.5 listening, 8 speaking, 6.5 writing
My TCF score is: 646 reading, 644 listening, 18 speaking, 13 writing

So you need NCLC7 in all sections of French scores to gain points so you really need to increase speaking and writing to be eligible for French language draws.

The maximum points for speaking is 20, and I got a B2 for writing which is a NCLC 8 . I got 50 additional points for the French proficiency so I don't know.. Thanks for the reply

I would recommend working under the assumption that it will get more difficult to qualify on future years vs easier.
