You have to inculde your family with your application. Otherwise you can not sponsor them at later stages. It's better to have passports and include their passports in the application as well.

Do we need to submit all the attachments came with the "Notice of Decision' for the refugee with the PR application? Can we just submit the "Notice of Decision" only? Thank you very much.
