Do I meet the RO Requirement

I became PR Jan 30, 2019. Spent 3 years outside of Canada.
Submitted PR Renewal application on May 1st, 2024 (with 739 days inside Canada in the last 5 years). I traveled a lot during the last 2 years but waited until I have more than 730 days to renew my PR card.

Do I meet the RO requirement? Does it need to be 730 in 5 years since becoming PR?

I received an email after 2 months from IRCC requesting more information:

After a preliminary review of your application, it has been determined that additional information is needed before a final decision can be made, as it currently does not comply with the requirements to be issued a permanent resident card.

Section 59(1) of the Immigration and Refugee Protection Regulations (IRPR) sets out the requirements that must be met in order for an officer to issue a permanent resident card. In particular, paragraph 59(1)(c) of the IRPR states that an officer shall, on application, issue a new permanent resident card if the applicant complies with the requirements of sections 56 and 57 and subsection 58(4).

To examine whether you are in compliance with the requirements to be issued a new permanent resident card pursuant to paragraph 59(1)(c) of the IRPR, we request that you provide additional information on your absences from Canada & your presence in Canada for the 5 year period of your landing here in Canada to 2024-MAY-1 in order to clarify the information you included in your application.

We require you to submit the following documents:

· Photocopies of ALL pages (including blank pages) of all your current passport- or travel document(s) - used to enter or leave Canada or other countries since your landing in Canada. All pages must be photocopied in colour and must be clearly legible.

  • A personal immigration entry/exit record, or movement certificate, issued by your country of citizenship, and countries other than Canada where you have resided.
· Any other document(s) confirming your employment or studies in Canada or overseas, your physical presence in Canada or your absences from Canada.


Consent to Disclose Information
History of Entries to Canada: By selecting “yes” in the box below, and by signing this form, you authorize IRCC to collect the history of your entries into Canada from the Canada Border Services Agency (CBSA). If you check ‘No’, you may be asked to request your history of entries directly from the CBSA and send it to IRCC which could result in processing delays.
I hereby authorize IRCC to collect the history of my entries into Canada from the CBSA.

I have also submitted an urgency request and IRCC confirmed they received it and have forwarded the request to the responsible office. I'll have to travel end of August and plan to submit a PRTD application from outside of Canada. However, I'm not sure if it's a risk. Please help advise. Thanks.

All depends if you have met residency requirement in the past 5 years since you are now on a rolling total so must meet 730 days in the past 5 years on any day.

Yup, I have accounted for the days outside of the last 5 year period.

Last update: Application is approved. Card has been mailed.
