Visitors Visa within Canada

Hi everyone, I urgently need help concerning an issue. A family member applied for renewal of her visitors visa after my PGWP was approved while inside canada but before approval came she had to travel back home due to an emergency. A few days ago, she got approval and was told to submit her passport. She currently does not know if she can send her passport to IRCC location outside Canada or if she is required to send to Ottawa compulsorily. I really need your help to know what the pros and cons are as regards this situation. Your urgent clarification will be greatly appreciated.

Had she informed IRCC she was out of Canada?
