Two Applications at the same time

I have two applications (1. visitor record, 2. new open work permit) under processing. My current PGWP will expire on 2024-06-03.

1. As per the implied status policy, would I be allowed to continue working until the work permit application approved? Even though I have another application (Visitor Extension) going on.

2. Hypothetically, if my Visitor Extension application gets approved first, would I still be able to work while my other work permit application is under processing?

You can continue working until a decision is made. If visitor is approved you won't be able to work as your status becomes visitor. If your WP is refused, you will be out of status.

Just curious, if my WP is refused, how will I be out of status? as I already have the other visitor record application under processing or approved.

The status is linked to the most recent application IRCC processed for you and it would supersede any previous applications unless otherwise noted in the refusal.

Normally, the refusal letter would clearly say if you are out of status based on the decision and provide next steps which includes instructions to apply for restoration and/or leave Canada. If you apply for restoration and that's refused too, it will generally come with a removal order.
