PGWP after withdrawal from second program

I'm in a study permit and applied for study permit extension for the second program and received it. I finished my first program on April 2024, during the summer break I worked fulltime thinking I'm going to do the second program (Sep 24), but I don't want to do the second program now. I want to apply for PGWP. The work that I did during the break, is it legal ? Will my PGWP application get refused?

You were not allowed to work full time. All you can do is apply and see what happens. Good luck.
