Infant with Medical Condition

We got a very complex situation and need any expert advise if you may share.

We applied in Oct 2018, and then we got pregnant. We received Passport call in April 2019 and baby was due in July. We informed CIC about pregnancy, they cancelled our passport call and gave us timeline till Aug 20 to submit baby documents. Baby was born on July 2, 2019 and unfortunately with some congenital heart disease due to which she is on medication. We went through medical examination in week 1 of august and submitted medical reports along with. After 2 weeks we got furtherance requirement of Summary by Cardiologist. We submitted within 2 days and it was very positive as baby had significant improvements in 6 weeks. She is currently diagnosed with Left Ventricular Non Compaction and Long QTC, and taking Indreal.
The very next day we received another furtherance and this time they asked for Doctor Summary after 3 months i.e. November 2019. Which means our case is on hold now.

We are confused as what will be possible outcome after 3 months. Any advice?

IRCC is assessing your child to determine what the costs to the Canadian health care system will be for her care for the next 5-10 years. If IRCC determines her care will fall under excessive demand meaning that the cost to the health care system in Canada is expected to exceed $20,517 per year, you can expect to receive a procedural fairness letter (PFL). The PFL will say that IRCC intends to deny your application due to excessive demand unless you can demonstrate with proof (doctors letters, costs of treatment in Canada, etc.) that your daughter's care will not fall under excessive demand. If she only need medication as treatment and no surgeries are going to be required in her future - then I would say that you stand a good chance of passing the medical and having no issues. If it's expected she may require surgery / surgeries in the next 5-10 years to correct any issues, then I would be expecting the PFL.

You really only have one option if you receive the PFL. You need to convince IRCC with evidence that your daughter's care will fall below the excessive demand threshold. You'll need to research the care your daughter will require and determine costs in Canada including the cost of any specialists, doctors visits, tests, treatments such as surgeries, etc. If your daughter is refused, the entire application will be refused. She must pass the medical in order for you and/or your spouse to be approved for PR.

The fact is they have given you 3 months time is because IRCC feels the same.

I'm also on the same boat, I'm waiting my son to be born who had a heart issue. He will undergo 2 surgeries in the next 1 year after his birth, and he will be in medication his entire life. Most likely he will require a third surgery when he will be 5 years old. If the surgery's cost is lower than the threshold cost, does it mean that we could possibly have the PR?
