OINP foreign worker stream employer eligibility clarification

I recently got a job offer from an employer in Canada and wondering if this employer meets below criteria of OINP. I checked Ontario business registry and found that they are registered with
Incorporation Date as of November 15, 2023. Is below criteria is specific to Ontario or globally for OINP program. Please advise.

No. The company isn’t even a year old in Ontario. Does it even meet revenue and employee requirements?

Yes revenue and other criteria is not an issue. Its just this specific requirement that I wasn’t sure abt. So according to you, an employer has to be active 3 yrs in business in Ontario specifically.

Confirm with OINP but the whole point of the program is Ontario businesses with office in the province. Where are the located to have hired Canadian/PR staff?

They have office location in Toronto downtown.
