It is your life and career. No one can tell you what course to take. If the course gives your career opportunities in home country to justify the costs, shows education advancement and is a program then you want to take then you decide if it is worth it.

Assume you have PAL too.

What were reasons for refusal? Did you get GCMS notes to know why application was refused. It is more than just changing courses. You need to address refusals and then in your SOP explain why this new program is better for career and education advancement.

Reason were :-
You will not return to your home country
And you do not meet with the course requirements.
Although I have good cgpa 83 % in my master's and ielts requirements Fullfilled 6.5 O.A with above 6 in each module then don't know why they asked for defer LOA @Naturgrl

What course were you taking if you have a Masters? PhD would be the only program to show career and education progression. What did you show to justify costs with higher pay than you have now.

I choose 1 year PG diploma in Environmental sustainability analysis as my previous background studies was biotechnology and industrial microbiology @Naturgrl
So you have a masters and taking a diploma. What school…is Sault? If so admission is “Completion of a 2-year diploma, advanced diploma or degree” so you don’t actually meet requirements. That was the reason for refusal. You are overqualified and the course has no benefit to your career/education progression. How does that give you better pay when you return? Does it give you better pay than your job now to justify costs? Program makes no sense but get GCMS notes to confirm.

Change to another program that has a three year degree or Masters as the minimum requirement, and justify costs. Given you have a Masters you should be doing another one or PhD.

Actually they offered me 2 year PG diploma in Advanced project management @Naturgrl
What does that have to do with your Masters. How is it expanding your career and giving you higher pay? Why spend around $60-80k on it. PM is a program that every other international student seems to take. Do you have PAL for it? FYI - there have been so many articles in Canada on international students taking “management” programs and not getting any jobs because it is a waste. So focus on how much more money you will make when you return. PR doors are closing in Canada so if that is your intent then really look at immigration programs and see if you would even be eligible after a Canadian program.

Would spend time and money bettering your English skills at home. A much better investment of your funds. Gain some experience in your field. All much better options than trying to get into the college programs proposed if your goal is to get PR.
