Spouse Open Work Permit Question

I have a pending PNP Inland EE (CEC) Application. My AOR is March 20 and I included my spouse in my application.
I already applied for BOWP and I am just waiting for my results. My spouse is under a study permit and is currently working under a co-op work permit. Their co-op has limited number of hours. Once their co-op hours end, is it possible for them to apply an open work permit to continue working? Will they have maintained status as a worker while waiting for the decision>
