A person must either have English or French language capabilities to enter Canada on a work permit. Either a French or English test is going to be mandatory to apply for immigration through an economic immigration stream. Family class sponsorship does not require a language test but the person immigrating must have an immediate family member in Canada who qualifies to sponsor them.

Yes, I tried couple of time for visiting visa but refuse due to VO does not satisfy she will leave Canada on time. Is it right that Brunswick critical pilot also need English language capabilities.

And unless in some special cases, "immediate family" means spouse or common law partner. (person in question is already adult and won't be a "dependent child")
PGP (parents or grand parents) will need to be lucky enough to enter and be drawn in a lottery to apply by child for parents/grandparents.
And other relatives means the sponsor has no children, no spouse, no common law partner, no parents alive and no other relatives in Canada as well.

Yes, of course a language test is needed for this program. There are no options through economic immigration without knowing English or French.

A visitor visa has nothing to do with English tests nor immigration program. Yes of course you need English test. Assume you meet all criteria as well as job offer in approved occupation. Have you even read the guide?

Your visitor visa was rightfully refused because it seems you are wanting to come to Canada to work, and not visit. Focus on immigration programs if that it your focus. Get ECA, IELTS, funds, job offer etc.

In general it is very difficult to immigrate to Canada in your 50s unless you can be sponsored by your child. This is for good reason. Less likely to integrate, much more difficult to establish a life in Canada, less time to become financially stable, more likely to access healthcare while not working and paying taxes longterm, very difficult to be able to retire and more likely to become dependent on government and charity, etc.
