Child born outside of Canada to PR parents

I am confused can we sponser child while outside canada also or
One parent can come to canada and apply for sponsership of child and then go back to home country and then come back along with family ?
Or cic trace or do they demand any document to verify weather you are in canada or not?
Anyone who sponsored their child please clarify

The sponsor (if a PR), needs to live in Canada. They may or may not ask for proof for your current country of residence. But you cannot lie in the application on your current address.
The sponsor should stay in Canada during the process. short trips are OK. (no clear definition of short trip duration)
