On your oinp portal, the "submitted" will change to "assessment" when your application moves to that stage. The only way to basically know the exact date is to check the portal daily, I got an email from OINP as well. DIP is the stage after assessment and it means decision in progress. It's the last stage before you get the nomination (or not).
