Amman VO

I am still waiting for Pre-arrival. Eligibility and BGC are still in processing. However, BGC is "Not Applicable' in GCKey account. I have a friend who had Amman VO and applied a week after mine and got Pre-arrival In January and the PPR in Feb. Can somebody explain why Eligibility takes too much time and how long I should wait? Here is my timeline:
