A friend of mine wants to visit Canada.
He did a biometrics for the USA a few months ago. Will he need to do a separate one for Canada ?

For the USA or in USA for Canada?
If it's for USA, he needs to do it again. It's 2 different countries.

He did it for a job to work the States
He want to visit Canada later this year. (Apply for a visitors Visa )

Then he needs to do on for Canada when it's requested. Just follow the instruction for applying for visitor visa in Canada.
Again it's 2 countries. So what he had done with USA, he likely need to repeat for Canada.
