Is a study permit needed after getting COPR letter and PR Visa stamped?

Hello,
If a student is accepted to a Canadian university for undergrad studies and has LOA but his passport is already with IRCC for Express Entry and COPR/PR Visa issuing, does he still need to:
1. Apply for a study permit Visa?
2. Open a GIV account?
The student at present being in the home country (India)?

If a study permit is needed, what is the process? Biometrics and medical already done recently for the EE Process.

You don't need a study permit if you are landed PR.
So the student does not have a landed PR. The student is in India at present and is awaiting return of the passports by the embassy with PR Visa and COPR letter. In this situation, does the student need to apply for the study permit once he gets his passport back from IRCC with PR Visa? Will he need a GIC account?

@hotdoc0 your question sounds illogical, if the student has a COPR and entry visa, he/she has to use that to land in Canada and join the university as a local with a regular fee structure. Why would they want to apply for a study permit or pay the International student fee? Even if they try to apply for a student permit IRCC will reject it.

Lord Tony the student has an unstamped entry visa/COPR. He can use that to land. However to confirm admission for an international student, University needs Fee payment and study permit and student visa needs a GIC account deposit as well. Is the student required to get a study visa and permis since till the COPR / PR Visa is not stamped, the student remains an international students. Is there any IRCC link/document that states such a person does not need to apply for a study visa or study permit?

The issue is - till he lands, he is treated as an international student. Does IRCC, in such a case need him to apply for a study permit and student visa, on a passport that already has a PR Visa and COPR issued (unstamped) or not?

Also does this student need to deposit the 20k CAD in a GIC account?

@YVR123 any student who is not in Canada and is admitted to a Canadian University is treated/labelled as an international student. He, like other international students plans to join the Canadian University in person. The ones who join remotely are distance-learning pupils.

University websites say they treat as domestic student ONLY once COPR is stamped at landing OR PR card is issued.

That's why the question.

Agree, the candidate has only received LOA. How does that qualify as International student. Also if the candidate tries to apply for study permit, likely that it will be rejected. Best course as mentioned is to talk to University and see from ther on.
