I have a small question for you all.

I am a Canadian PR and earn enough money to offer a job offer in the HSWP. However, my parents are here on a super visa. My question is, am I eligible to apply as my parents are not PR or citizens of Canada; they are on a super visa?

So apply since you personally need a personal caregiver, not your parents. Your parents are not PR and are visitors so not sure what they have to do with you needing care.
