One of my friend just got the email but he do not have enough income to qualify for one of the year, can he only send application for 1 parent ? anyone ? or letter of explanation because he was on Mat leave.

No, not possible. No point applying.

I would suggest go ahed and apply. You need to specify proper reason and also need to demonstrate in LOE that if you were not on MAT leave you probably would have reached expected numbers. and do humble request in your LOE stating you are already aware you are not meeting criteria but still wanted to proceed
For one of my friend we have applied similarly for Long term disability leaves and IRCC has responded "even though you are not meeting income criteria still as per request file has been forwarded to visa officer".

It's normal for IRCC to forward the application to a visa officer even if the income criteria is not met. The application will be refused at a later stage. You can't be approved without meeting income requirements.

Yes but nothing wrong in asking for humanitarian and compassion ground, if all other years income has met

We haven't seen this has worked. Waste of time and money IMO. Decision will need to be appealed with more money wasted on a lawyer.

Funny thing .. people who refuged in Canada ... are being accepted to sponsor their PGP ... and people who paid all the taxes are still waiting ...

Australia once had a contributory stream for aged parents PR. I do not know what happened to it. May be Canada should have one too.

Finally the waiting ends for me! I have received invite for my parents 20 minutes ago. I am in Ontario and my parents have had super visa for 6 months now. The invitation number starts with 9E. All the best to everyone waiting!

Filling out PGP application for my mother. She is from Pakistan but sometimes she is in UK and sometimes Canada ( she has super visa). When she gets fingerprint, medical request is it possible to do it in any country or it only has to be done in the country which I put in mailing address?

In 2020 I filled form for my mother and father but father passed away next year. Only mother survives and I got invitation in 2024. Do I need to inform CIC about death of my father or in the application I just file for my mother.

read the guide carefully. I am pretty sure dead certificate is on the document checklist. (as widowed applicant)
