ECA for Vocational diploma

I am applying for MPNP, and I would like to transfer my 3 years Vocational diploma (specialized in Radio technical) to Canada's equivalent by ECA. I was studying for this vocational diploma after I graduated from high school. Will my 3 years Vocational diploma be considered as a post - secondary diploma by ECA? And in your experience, which ECA should I use for this case?
