You certainly can apply, i would recommend that you do. Once you get some sort of communication from IRCC with your application# on it you can then send them the PCC via the webform and for that you need an application#.
If you write to them explaining this situation then they will. In fact it must say on the letter that you got that if you cant meet the deadline then you need to get back to them with an explanation.
You dont need one unless they explicitly ask for one for Canada, I went to the local RCMP office for my parents and they turned me away stating that reason.
Which number do I call in order to see if they have received the documents that I sent by email? Is there any other way to find out? I did not hear back after I sent the documents back on 27th February.

Just a quick question, I am being asked to submit IMM 5768 which I have already submitted in the application. Do I go ahead and resubmit even though there is a statement saying "In order to minimize processing delays, if not already included in your application, please obtain and submit as soon as possible."?
