BC PNP international post-graduate stream -phd candidacy

Hi there,
I was wondering if anyone has applied for BC PNP international post-graudate stream.
I wanted to apply with the PhD candidacy, which should meet the requirements. However, when I filled out the form, it asked me "Do you have a graduate degree from post-secondary institution in BC". If I answer "no", it wouldn't let me submit.
Can anyone please help?

The stream is for BC graduates. If you didn’t graduate from a BC institution, you are not eligible. Do you want to apply to International Graduate stream?
