Application in queue for review by an officer

Greetings all. I applied study permit(non-sds) on July 31 and today received a response of webform inqury from VO Abu Dhabi stating "your application is in queue for review by an officer". Does it mean they haven't even looked at it yet? Even though my eligibility and BG is in progress on Tracker. I have already defered my Fall semester to Jan. Any feedback on this matter would be highly appreciated.

I applied since October 13 2023 for study permit and it’s also processed from Abu Dhabi. Tracker shows eligibility , biometrics and medical completed but it’s stuck in progress for background verifications

if rise what they reply
