Fast forward 2024.... my foreign caregiver under hccp never showed up after landing in Canada. Simply sent me an email that I can not work because contract is not being followed.not to mention I waited for 2 years to process her application.

Did you contact IRCC to report this. If she never worked for you she should not qualify for PR and so her Pr status could be reassessed.
I will call ircc on Tuesday.
For her PR status, it really doesn't matter to me as damage to my plans has already been done.
You don’t want to be associated with potential immigration fraud or at the very least misrepresentation so it is in your best interest to report this. If not it could appear as though you were involved in a plan for her to get PR but never work for you. That could impact any future interactions you have with IRCC.
Thank you for the advice. I called IRCC. The asked to report it to CBSA online.. I reported and for the complain number.
In short, no respite or support for employer. This program is heavily in support of employes and more a back door for immigration
