If an applicant receives PPR, while visiting another country, can applicant submit passport to the vfs in that country?
Or applicant should return to the country where the application was made initially and send passport to the vfs in that country?

Yes, can submit anywhere in the world, really - nearest VFS (or other Visa application centre). Main thing is having sufficient time, ballpark two weeks in most places, best to allow three/up to four weeks.
