My father has passed away and my mother lives with me and is fully dependent on me. Can I include her in my express entry application? I have a wife and a daughter as well and we meet all financial requirements. Please If someone can advise if they may consider this under humanitarian basis.

Sorry for your loss. Your mother cannot be included as part of your EE file. H&C is not an option unless she is in Canada. How long has she been in Canada and what are her ties to remain? Those are the factors for H&C - how long she has been in Canada, community/social ties, family has lived in Canada for a long time etc.
If she has never been to Canada then H&C not an option. If you come to Canada, you will have make arrangements for your mother in your home country.
