Have an employer that is pre screened and approved by opportunities ontario?

I have applied for Employer job offer:international student stream on nov 6th 2023 and i got the invitation to apply on feb 8th 2024 and my employer is saying that we are not pre screened or approved by opportunities ontario to fill out the form? Is that mandatory that employer need to do some work from their end before filling out the employer form(which can be found in this URL Ontario Immigrant Nominee Program Employer Job Offer Streams Employer Form - Forms - Central Forms Repository (CFR) (gov.on.ca))

Also if employer cant provide the form what are the alternatives to hold the OINP?

Posting under Express Entry. The form is mandatory for OINP international student stream. If employer is not going to fill out the form, you decline the invitation. The employer is under no obligation to support your nomination. Look at OINP through Express Entry that doesn’t require job offer.
