Yes you can do paper application.

Online is better as even though you do paper application, status check, citizenship test, test email, oath email, oath happens online.

Better would be take help and get acquainted with the online application if possible.

I would advise you, based on my experience, not to send a mail application. It's much easier to submit the application online, and there are many community organizations that can help you do this for free. Going online is the best way to save time for both you and the officers.
