They have checked your educational credential assessment, seems fine
They checked your Police certificate, seems ok
at this point the Agent recommends to visa officer to validate and pass criminality stage pending Biometric information and a background check from RCMP.

I can't answer that with great certainty. Usually yes they should check eligibility first and then start others stages. but with IRCC the work procedures may change. and it happens a lot

You've only shared a part of the eligibility note, what does it say when it comes to your IELTS, PoF, etc? If those aren't marked yet, you are not eligibility pass. Background check can start before or after eligibility.
