Well, what I read a thousand times in the instructions is that at the time of applying, the applicant must be in Latin America, but the truth is it didn't say anything about the rest of the process.
But if it were me, I would prefer to suspend vacations, do the process and wait in my country of origin so as not to put the program at risk, since it is the only one of its kind.
