did you try the trick of sending it to all the visa office's that does landing?You can just add @cic.gc.ca at the end of the following:

THIS WHOLE PROCESS IS EXHAUSTING I HAVE BEEN WAITING FOR MORE THAN TWO WEEKS TO GET PORTAL 2 FROM THE LAZY VISA OFFICE MONTREAL.
