Fingerprint done 1st week of June 2023
Mother finger print submitted same day and a father fingerprint not submitted
Generate 1st web form in September 2023-No response yet
Contact from MP office - waiting for update -November 2023
Again follow up with MP office - No update still waiting
Generate 2nd web form December 2023-no response yet .

Should I reapply or should I wait? Because it's been 9 months and i am waiting eagerly.
I appreciate your help and support.

If they applied in September they have only been waiting 4+ month, not 9 months. Not much you can do as MP was involved (can’t expedite anyways) and sent webforms. Have they done upfront medicals?

So your father never received biometrics letter? They may want to reapply with upfront medicals completed rather than waiting for medical request.

He received and after that, his fingerprint status has been in progress till today. So don't know if should I cancel this request and apply again or wait.
