I WAS TOLD BY IRCC AGENT THAT GETTING PORTAL 1 EMAIL DOESN'T MEANS YOU ARE APPROVE! ONLY WHEN YOU GET THE ECOPR THAT'S WHEN YOU ARE APPROVED . AND HERE I THOUGHT THAT MY APPLICATION WAS APPROVED SMH. THIS WHOLE PROCESS IS EXHAUSTING I HAVE BEEN WAITING FOR MORE THAN TWO WEEKS TO GET PORTAL 2 FROM THE LAZY VISA OFFICE MONTREAL.

Yes and No. Some Portal 1 instructions do indeed say you are approved for permanent residence in Canada. It is also important to note that when portal 1 or 2 are received you are still not a permanent resident. You become one once issued a Confirmation of Permanent Residence and that document would state the date you become a PR.
