Deferal and entry enquiry?

So this is for my brother who is coming to Humber College for Winter Intake.
So now my question is, can he defer his intake to his next semester and then enter into canada. Because he is not sure about when he might get his visa processed, and his class starts from This January 8th?
Another question is that, lets say he gets his visa on time and is coming to Canada after a week after class starts, so when he enters will he face any problems in the immigration??

Does he have an approved study permit to enter? He can enter if classes have started. He would need to check about the last date of withdrawal for a refund.

If deferring he needs to send new LOA through webform to update his file. CBSA can deny entry if he is coming months before a program starts.

He doesn't have a study permit, he applied for his visa few weeks ago, he is worried that he wont get his visa on time. So his main concern is will Humber College and Cbsa will bother him for entering late this is if he is not deferring and he wants to start this intake.

Processing is 9-12 weeks. What is the last date that he can start the January intake without losing all his money? CBSA doesn’t care if program has started but they will care if he defers and tries to enter months before the program starts.

Well the 18th would be the last day he can start his classes and get his money back. Given it is the 5th and he still needs approval and passport stamped, he should defer.

If his program allows him to miss two weeks of school, then he can enter. Some programs have mandatory attendance.

They may have already given away his seat and missing the first 2 weeks of a program does not set your up for success. Every school and program has their own attendance requirements. No school will advise that a student miss the first 2 weeks of school. Even if he got approval next week he would still need to book a flight at the last minute which may be extremely expensive and then travel to Canada which takes multiple days. He should really be discussing deferral with Humber (Humber may have already given his spot because he hasn’t received a study permit so he may have no choice). If deferral is possible he will need to get a new LOA that he should send to IRCC via webform. He should only plan to coming to Canada in the 2-6 weeks before classes start which may be in March April if he is able to join the Spring/Summer semester. Not all programs have a Spring/Summer semester so he may have to wait until the Fall 2024 semester. Humber will be able to provide all these details.
