Why isn't Express Entry an option? Without knowing why you wouldn't apply through this program it's going to be hard for us to recommend anything else.

This setback, coupled with the financial implications, has made our situation more challenging.

Research the PNP programs. Those are your alternatives if you don't have enough points for EE.

Do you both have degrees? If not through Express Entry, then PNPs are your only real option and for almost all you will need a job offer.

Yes, you need to take an English language test. Honestly, you are going to have difficulty even being eligible for PNPs. You will need a job offer with an employer willing to support a nomination. You need to show funds for 5 people too. What is your wife’s job. How old are you?

All economic immigration programs require language tests.
